Due to a resourcing gap within Chorley Council, Capita were commissioned to work alongside the Council to provide short term support during a period of high volumes of applications.

What we did

Our team processed a range of minor applications on behalf of the client, based at the client’s office and by working remotely. The support was offered on a secondment basis for a period of 6 months and the initial contract has led to a further 2 contracts (with subsequent extensions).  

We provided the full range of development management services while in post and provided in particular the following services when determining applications: 

  • Familiarisation with the proposal, planning history, planning policy framework 
  • Site visits 
  • Assessments of consultees and third party 
  • Negotiation with applicant to add value to proposals 
  • Preparation of delegated / committee reports with recommendations and list of planning conditions    

As a result, the Council maintained capacity and expertise in the team to ensure high workloads of applications were processed to meet KPI’s and high quality capacity solution provided at short notice.
