Capita’s Blackburn with Darwen Partnership has successfully managed the masterplanning of a housing development site at Roe Lee in Blackburn to completion, and will now market the site on behalf of the Council to invite offers from housing developers.
The 9 hectares (C. 22 acres) site, which is fully owned by Blackburn with Darwen Borough Council and the biggest housing site brought to market by the Council a number of years, is suitable for building around 150 houses and was tasked to Capita for disposal on behalf of the Council
Over recent years a multi-disciplinary team of specialists from Capita have worked with colleagues from the Council to contribute to the masterplan of the site to ensure that it is suitable for development. This has included investigations into the condition of the site, the suitability for planning consent, access arrangements and potential opportunities that it may bring.
Expertise from across the Capita Blackburn partnership has included landscape architects, highways and drainage engineers, planning consultants and design consultants at different stages of the process.
The site will now be opened to offers from developers, which Capita will consider on behalf of the Council to ensure that all the benefits of a new housing development are received, including quality housing for residents, an increase in council tax receipts, environmental benefits and a contribution to improved economic activity in the area.
The next stage of the process will involve Capita working jointly with GL Hearn, to review offers from developers who are interested in the site and make recommendations to Blackburn with Darwen Borough Council.
