Capita’s partnership with Blackburn with Darwen Borough Council has recently established an innovative process that will help get projects on the go quickly and more smoothly. The ‘growth framework’ is designed to procure contractors for commercial developments, acting as a catalyst to accelerate projects into fruition.
The framework has been agreed to run for four years, with a possible four year extension thereafter. It promises to deliver additional benefits over previous procurement models by creating closer relationships with a sectel number of suppliers, with the intention of getting closer to local contractors, whilst developing stronger relationships and keeping local spend within the borough.
This aims to assist in developing the supply chain and workforce within Lancashire through the economic and social value performance indicators each Framework Partner has signed up to, covering jobs, apprenticeships and training opportunities.
Capita’s role to help develop the framework involved providing strategic procurement advice, pre-qualification and tender document production, tender evaluation, soft market testing and framework launch workshop facilitation, as well as project management, tender process administration, soft market testing and framework launch event management.
